Hola! So I'm fairly new to RO in general, but the good news is that I've been a forum Moderator for five years, so I know how to be specific. ^_~

Right, so as the title implies, I'm a stalker looking for some general tips, including; Suggested Equipment, Cards, Stat Build, Suggested Leveling Areas. I'll put my character information below, to give a general idea of what I'm working with, but overall I pretty much want a dagger-based PvM build that doesn't fail. ^^

Base Level: 83
Job Level: 50

Equipment:
Head: Sakkat, Romantic Leaf
Body: Thief's Clothes
Hands: +4 Damascus[1], Orlean's Server
Robe: Manteau
Shoes: Boots
Accessory: Shinobi Sash, Belt

Stats:
STR: 44+7
AGI: 99+11
VIT: 30+3
INT: 16+2 (going to crop it down to 5)
DEX: 30+8
LUK: 1+5

Skills:
Steal(10), Double Attack(10), Increase Dodge(10), Detoxify(1), Envenom(8 ), Tunnel Dive/Stalk(5), Chase Walk/Stealth(1), Snatcher/Gank(4), Steal Coin/Mug(4), Back Stab(4), Raid/Sightless Mind(5), Intimidate/Snatch(5), Plagiarism/Intimidate(10), Preserve(1), Sword Mastery(10)

Hopefully this is enough info to get helpful feedback. thanks in advance. ^^

This is a good reference.

By the way, Sword Mastery isn't worth investing, unless it's buffed in the server where you play; its damage bonus is quite minor, and stalkers have other (more interesting) skills available to them.

For PvM its typically fine to get Sword Mastery, the only way a PvM stalker fits in Reject Sword well is if he chooses to not max Gank for a long long time, as he'll need 69 jobs to get Preserve, Reject Sword 5 and Gank 10.  He's then stuck without max backstab which is actually a pretty cool skill every now and then.

Not sure if you can afford it on your server or get it somehow but Horn of the Buffalo+Thorny Shield Combo is epic for Stalkers.  With my stalker on my server (99/70) I hit atm easily 182 without their custom items on (183 with them) and 184 with buffs (185 with custom items on).  I know you can reach higher, I just chose to not max agi to round out other stats a bit more evenly for solo pvm.

Other items to consider:
VVS Elemental Damascus Set: High priority, try to get a +5 or +7 refined set of these if you can, great starter kit or will last you forever nearly.

Vesper Core03: 3 Agi, 5 Flee, 3 Mdef, and 1 def it winds up being a great addition to agi builds.  Great to get two of these especially if you can't get Horn of the Buffalo combo

Falcon Muffler, Skin of Ventus, Wool Scarf, Valk Manteau: Falcon Muffler and Skin of Ventus are great flee gears, Falcon Muffler has a combo with Odin's blessing and Fricco Shoes which helps a lot when using healing items if you should acquire it.  Skin of Ventus is harder to get but the bonuses from it also allow it to easily be slotted up with anything you want and still get +200 hp and +10 Flee.  Wool Scarf is okay if you plan to combo Tidal shoes and Valk Manteau is just cool!

Black Leather Boots[1], Fricco Shoes, Valk Boots, Tidal Shoes, Variant Shoes: Up to you which shoes of these to use in the end.  BLB[1] gives you +1 agi and a slot, crappy thing is you have to slot these to get them.  Fricco is +2 agi and combos with Falcon Muffler+Odin's Blessing, Valk Boots provide more SP as a stalker, Tidal Shoes combo with Wool for +10% hp, and Variant Shoes give +20% hp/sp if you keep them unrefined.

Odin's Blessing, Naga Scale Armor, Coat[1], Mink Coat[1], Formal Suit[1], Divine Clothes[1]: Some of the armors are simpler or lighter weight ones (Coat, Mink Coat, Formal Suit), some have okay effects (Naga Scale Armor and Divine Clothes) and Odin's Blessing combos up okay with other item sets.  I didn't suggest Valk armor as in pvm its heavy, and the indestructibility and +1 to all stats isn't THAT important to a stalker typically.

Angel Wing Ears/Evil Wing Ears, Dark Blinder: Get both, as Dark Blinder helps against blind in a few dungeons, and never can go wrong with +1 str from AWE/EWE.

Ulle's Cap[1]: This is pretty good for Stalkers, not sure if you got other hats on your server not normally obtainable from monsters in game, but if you do have such things as Advanced Mini Propeller or Flying Angel they are pretty good usually on dagger stalkers too.

Anyway that's about it for now.

Haiaku

Thank you for all the help. I apologize for the delay in getting back to this, but both internet and computer were down here for a very long time. Could you by any chance give me an idea where to find any of this? trading and questing are aspects I haven't gotten into yet, I'm afraid. All I've been doing is leveling.

If there are any good player shop locations for buying blacksmith's wares I'd love to know. ^^ Pront. seems to NOT be turning out as I'd hoped.

Huuuh...it really depends on your server. Since these are only sold by other players, main town or some vendor zone are best to check. Without knowing your server there is no way how to be any more specific. In worst case, ask around your server's forums.

I play Limit RO if it's of any help, though I'll try poking around elsewhere for info as well. ^^;

Typical leveling build (if stat reset exists and affordable)
I always go 70 - 99  base str if they are melee, I max dex for bow/musical instrument/whip user or int for magic user.
Any melee job that have 99 base agi is overkill. 70 - 80 is good enough if you plan only normal attacking. For skill spammer, you can go less.
Play around with vit, int, and luk.
For melee, I look for how many hit needed to 100% poke the wanted monster.

Some notes
Every 10 str gives hidden bonus attack. (alot)
Every 5 dex gives +1 atk for melee.
Every 5 luk gives +1 atk for melee.
Every 6 int gives 1 more natural sp regeneration.
Every 100 max sp gives 1 more natural sp regeneration.
Check monster element, it would be great if you use their elemental weakness. It can boost your damage up to 2x.
Simple logic would be...
wind > water > fire > earth > wind
fire or holy > undead
holy > undead + shadow
ghost or non neutral > ghost
">" win against.

Ninja Suit + Shinobi Sash gives combo to get less sp cost.
Try to get damascus[2] with 2 card of ~20% damage on specific race, element or size of monster.
It should be cheap and abundant because people killed sleepers.
Mes[3] is better weapon. Mes can be cheap if people hunt banshee often.
If you can dual client, make a sage that endow you every 30 minutes with that 2 slotted weapon.
Find what people want if you want zeny the most.

Ex:
Found out that market sells anolian skin for 2500 z ea and it sell well.
Checked database and found that alligator or anolian drops anolian skin.
Checked their properties, and they both are medium size and water element monster.
Checked the hit required and add dex accordingly to get 100% hit.
Makes a weapon +?? mes[3] with 3 drainliar card. (20% more damage to water element monster, Skeleton worker card works too, but I want to make this weapon universal enough for water monsters)
Prepare sage to get wind of verdure and use wind endow to stalker. (wind > water) Use awakening/berserk potion.
Stalker go by warp or walking, and hunt alligator/anolian for 30 minutes.
Go back. Use vendor to sell loot to players.

Cheaper alternative would be indeed vvs weapon. But endow + slotted weapon would boost your damage 40 - 60% more.
