I have play RO for many many years now. I start playing RO right after KRO open for the first time (about 11 years ago). So have many experience playing RO from every rates. Usually level 99/70, 255/120, 999,250. Ill give all my item builds that are really simple and powerful that even can kill donater (If 1 vs 1). I will post build for 255/120 and 999/250 Only. The reason I not include 99/70 and 255/120 rates because so many discussion to be made. I will post it later

For 999/250
At this Rates I usually play Soul Breaker and Mateor Assault
The tips is play very HIGH FLEE in the server. Ignore all cards that gives resistance and put all into FLEE type
In the server you are playing go grab the costume item that gives AGI or FLEE usually top and lower headger gives AGI or FLEE effect for Mid some 999/250 server dosent have AGI effect, so try to get the DEX effect for HIT. Note that Hit Also important~!
For the headgear Put all Seyen (For Atk). For Armor use 1 Tao and 3 ancient mimic card (For HP boost and Flee). For Weapon I always use 2 Grimtooth for flee and the 0+1 Def. The card used is 1st Weps (1 Thana, 1 Sniper, 2 Phreeoni) 2nd Weps (4 phreeoni). You need bring the 3rd Weps in case that people resist thanatos and the card input is (1 Samurai, 1 Sniper, 2 Phreeoni). For garment use falcon muffler (4 Nine tail cards). For boots use 4 thanatos odium. lastly, for the accesory use 2 Meginjard and slot all Ifrit card in it (For Hit).

PROS
1.Because when people hit you It will miss. And miss = No damage
2.Can be able to fight ALMOST every job without switching equips.
3.Both Works in PvP and WoE
4.Only Assassin, Sniper and class can barely Hit you
5. Can have 20m HP with only 1 tao with max VIT
6.Act as the resistance it's self
7.People switch +%DMG to Phreeoni just to hit you

CONS
1.Unable to resist magic type (Noob against MAGE)
2.If people are VERY VERY LUCKY to hit you..You will get atleast 300k damage usually 999k (Depend on their STR)

As you can see in my comparison FLEE type are more PROS than CONS

Why I Use FLEE?
The PROS section above explain it
But the 7th have the special explanation.
Think again if people use +%DMG in their weps ex. 2TG 2HYD surely have less hit and they are unable to hit you so they will switch to 4 phreeoni which is able to hit you but their damage will become weaker but even with 4 phreeoni how they can able to hit you? because your flee are HIGH

in 999/250 My minimum assassin Flee is 3.2k the highest I can achive is 3.7k to 3.8k without donate item and depend on the costume item AGI effect also

Ok ill have already explain ALMOST everything if you think my FLEE type is not suitable for you its ok for me. FLEE never let me down in all type of 999/250 server

there is no general strategy in high rate servers. It depends on what the max atk.speed is, if it's above 190 then skills are useless and it's an auto attack server. if the mvp cards are nerfed or not. And also what donations there are.

high rates are basically crap.
