Im trying to experiment Stalker -Ninka build (copied freezing spear).

im thinkign abotu int-dex-vit ( strip then spam freezing spear)

do you think it'll work? any advise for status and items.

Most of the ninja skills have 0 after-cast delay so I would go with fast/insta cast imo, slow cast when you can spam it non-stop is meh

If it works or not depends on the server but valk shiled reduces water dmg by a lot and -100% water is not that hard to get for pvp. Rely on Strip to win is also something not too do, if you fail or face someone with fcp you're screwed and even if you strip, people can still get good water reduction from gears non-stripped[nidghour garment, accessories, cold proof pot, etc].

Fire or Wind magic skills from ninja are a bit better if you want to go the magic stalker route to kill.

Dragon Fire Formation if it's not fixed else North Wind. Run 99 dex 99 int 1 vit 25 agi with a stunproof set using +5 Dark Bash and Valkyrie Armor. That's the generally used build for WoE. DFF and NW have the best DPS but requires Bragi. LSS is useful if you don't have bragi and can be spammed to the extent that it's really painful.
