The item and description are not pointing to the same effect.  I do not know which is the official effect, but if you are playing on a private server you should take the script as the effect.  Or consult a qualifying GM on your server for the real effect on the server you are playing on.

This could happen for newer items where conflict of information is common.

Based on pRO and bRO[Philippines and Brazil official servers], it's the script that is correct.
