Important:

Allows Dual/Multi Clienting
>>Mainly for grinding/leeching/buffing purposes, I do not intend to use it on BG, or anything that is against the rules(PvP, Events, etc)
Pre-renewal, as stated in the topic title
At least 30 real players
Free Healer
Convenience Features/Commands(@storage/@go/@autoloot/field warper/@restock/etc) 
No Custom items(costumes are okay), custom quests are fine.
Stat/Skill resetters that does not cost too much(the usual 9k works/anything near that)
Non retarded and non exclusive donation items, just call it cash shop otherwise, right?

Some reminders:
If you are going to suggest a low-rate server, at least have autoloot on it.

I am also tired of low-rate servers trying so hard to be low-rate and claiming themselves to be unique and saying that it is the "true and nostalgic RO experience". No, it isn't unique, there are several servers similar to yours, thank you for understanding and sorry for the hate.

Currently playing around Woon/Estland but I'm still looking for better options.

We do allow dual clienting, though unpermitted in BG (We do IP checks in BG which will prevent dual clients anyhow). We do not have a free healer, however the price is very modest. You will receive free heals up to base level 65 at which point you will have to pay 500z per heal or 5,000z for 60 minutes of heals/buffs.

We do not have any custom items on our server, we do have some custom quests in our quest room (primarily hunting quests and item fetch quests). We do have a reset NPC that costs 25k per reset.

We have no donations on our server, period. We do utilize the "Cash Shop" but it is for our play points system, in which is a system each and every player gets. The play points system rewards you with "Cash Points" for the time you spend playing on our server, in return you can purchase hats and other items in the shop which the points you have earned for playing on our server.

We have a unique UP coin trading system which allows you to buy special "Coins" (with zeny) and purchase equipment and even 7-day rental items at our UP trading system in Prontera. All of these features are completely F2P, we are not a pay to win server and never will be.

Hey there!

I suggest Once-RO. It's a midrate server that I'm currently playing at right now. I think the rates are 50x50x20x and it's a 99/70 server, The card drop rates are 0.30% for common cards and 0.01% for miniboss and mvp cards. MVP cards are also disabled for WoE.

Dual clienting is allowed in the server, except in BG ofcourse.
There's a free healer/buffer.
There are also convenient command features, they are implementing @restock soon.
We also have warpers, although, only level 1 for dungeons and fields with mvps in them is not going to be in the warper.

There are no custom items(if you mean server made/designed, though, cutesy headgears are available through quest). There are also no wings(i hate server with wings, it's stupid.)

The resetter costs about 50k per reset.
English is the main language, but like every other server, some idiots still speak their own dialect in main, though they get silenced if caught.

Regarding donation items, they do have it but it's not a p2w server at all, you would go farther if you MVPd instead of donated, also there are a few server features that makes it not p2w. For example, there are a lot of zeny nerfs on the server, so this makes a $1 donation worth around 2m-3m, compare that to other server with $1=8-10m, the donation currency also drops by chance after killing an MVP, and if that's not enough, the server is implementing a donation currency quest. The donation currency in our server is in a form of an eticket(1=$1). They are going to implement an eticket quest, where you can gather mats in order to make an eticket.

The server is also free from zeny exploits/bugs like shrooming and etc. In conclusion, I think this server is here to stay, they are trying something different over the other midrate servers, there's a reason why most midrate servers die too fast, and they are trying something new to stop it.

If I were to say something bad about the server, it's that they are currently a little bit understaffed, and the population isn't as big i want it to be. There are 450+ players on average during peak hours, and it goes down to around 300 players during off hours.

You can use your clients to buff/leech your characters, there are just some obvious restrictions such as using dual clients in BG (characters get kicked anyway), using afk alchmists, dual clients in events etc

There are no custom items if you intend "custom" as custom stats, we have a couple of custom well balanced and nothing pretentious dungeons (one is istance)

It's okay! We have also Free reset for 1-86 lvl, and Switch build = 200k. Max slots = 3.
Believe me, in such server rates need it farm a few minutes.

What you Might Dislike
Custom Items - I would say it would be difficult to move forward with chapters 4+, without a pair of wings. These custom items are restricted in PvP and WoE. Mainly for Co-Op and PvE Purposes.
- (To make them require a quest)
Stat/Skill Reset - Might be expensive lol. 1m Flat Rate. Both for 1.5?
At least 30 real players - We just opened yesterday so.. the struggles for advertising.
