I'm looking for a low or a mid rate server with wings/headgears/etc, preferably ones that you have to work for.
No 3rd jobs, dont care exactly what levels are.
I don't really appreciate wings though I appreciate cute headgears.

I believe heRO is the place for you!
We are a decent sized server with low rates (5/5/3) and a decent assortment of customs, as well as some fun events to help you gain some of these customs.
First off, some of our wings are gained from doing small quests while others are gained from a monthly event called "Trial of Heroes" where you fight for the side of Light or Dark to earn your wings. We also have some cute headgears that can be gained from killing monsters, bidding in our monthly Fairy Auction, or playing strange games with Mr Hatter!
We have no plans to implement third jobs so far, so that shouldn't be a worry and max levels are 99/70.
