Looking for PVP-oriented, non-PK, pre-renewel server

I remember playing on a server like this, it was kind of like a test server with all items available through NPCs (or @item, I don't remember) except for MVP/mini-boss cards and godly items.
There was a refiner in town that would upgrade your stuff to +7 max.
I don't remember the rates but you could level yourself to 99/70 or 99/50 right off the bat, gear yourself and just go to the PVP arena.

I'm hoping to find something like that with at least some people on (10~30)
