Me and a group of friends are looking to start playing RO again and PvP is mainly what we enjoy doing. Are there any servers out there that have an active PvP player base? Don't really care about the rates just don't really want to grind too heavy for gear and if there's no delay that would be a + or if kiel cards are required that's fine as well.

My recommendation: BlackoutRO. It is a highly customized Super High Rate with a focus on Battlegrounds, PvP and WoE. There is beginner gear to get you off your feet in reasonable time. It is one of those servers which is spam-heavy, which sounds like it could cater to your needs.
