Id like a server with a twist,anything to cure boredom.Can be new job,skills,dungeons,etc.

Hello, Graceful Bee! Have you checked out heRO? It's a pre-renewal, 5/5/3 server, turning 15 years old in October! We've got a small but tight-knight community where most chatting takes place over the server's discord group.
The server is located in Montreal, Canada. Speaking English is a requirement to play the game, and only English is allowed on the forum, main chat and Discord.
HeRO has healers in every town, but no buffers. We also have a stat and skill reset NPC (http://www.pandoraonline.net/heRO_wiki/index.php?title=Reset_Master). Warpers can take you to towns, outside dungeons, or their first floor, but you must first visit the location or complete certain quests to unlock these warps. Currently there's no de-carder but it has been considered for the future, and is desired by the majority of the population.
Renewal areas, items, etc. are carefully adapted to fit pre-renewal mechanics, such as Bifrost, Scaraba Hole, Dewata, Malangdo, etc. Certain gear sets improves upon the less stellar skills and builds of Ragnarok Online such as Auto Blitz Hunter, Crit Soul Linker, Melee Priest, Dagger Assassin, etc., allowing for fun and memes all without being overpowered.
Custom areas such as the massive regions of Faeheim (http://www.pandoraonline.net/heRO_wiki/index.php?title=Faeheim) and Lutia (http://www.pandoraonline.net/heRO_wiki/index.php?title=Lutia) add countless hours of adventuring, and it all feels like part of the official game. The server storyline is also quite popular among our players, as it can impact various aspects of the game, and players can impact the story.

You should check out AstrisRO, we are a brand new server officially launched on 25th July 2020.
It's a renewal server, 50/50/50. the community is small but everyone is very friendly and supportive! Also, everyone speaks English here.
There's so much things to explore in renewal server setting. We also have custom quests, NPC warper, job changer, healer, buffer and NPC to remove cards.

Trifecta RO (https://trifectaro.com/) seems to fit your criteria pretty well. The server is located in Germany, but the main language is English.
It has 50x/50x/50x rates and is a renewal based server. There is a low rate planned for the future as well, and that one will be rebalanced from scratch, although there isn't an ETA on it at the moment.
We've got a custom Dark Knight job, a handful of custom dungeons, a custom instance and a custom enchant upgrade system.
We also have all of the NPCs you mentioned enabled.
The population is quite small at the moment, but I think it would at least be worth a try. /no1
