Preferably:

1. No healing items like Ygg berry/seed (not necessarily but as long as it has delay)
2. 500/120 (to avoid the usage of healing items like in #1) but 255/120 is fine.
3. English speaking community (or at least most of the people specially GM/Admin)
4. No Corrupt / Bias GMs/Admin 
5. [4] equips except shield[2] (1 slot looks fine as long as it's balanced)

I recommend DreamerRO as it matches the first 4 requirements.

As for the 4 slotted equipment, they have 1 slot on all headgears but they don't have  4 slotted (or 2) slotted armors and stuff..

The balance is pretty sweet and the ygg berries only heal 10-15% with a cool down as well.

Community is in the hundreds and the pvp and woe scene is fairly active.
