We will soon be entering Beta at ExcelRO - it is US-based, but all decisions on time for WoE and what not will appease the general audience, regardless of where they are from.
It is 1x1x1x no P2W, cosmetics are the only customs but they are simply vanity, no other changes. It will be 99/50 with episodic releases over 6 months or so at a time.
