High Rates, NA hosted

Looking for a pre-renewal High Rate server (255/120), or a Mid Rate (99/70 on the higher end 70x or up). Preferably High Rates though. . .
NA hosted (preferably west coast, but east coast is fine, though population might suffer), not NA proxy.
Decent population (60+ ACTIVE players), not 80% vendors/alts/afks. . .
English NPC dialogue please.

Closest thing I could find that matches your criteria would be MAYBE WoonRO. http://woonro.com/

It says English is their only supported language, and in their rules posting it says:
"English is the main language of the server. Everyone must speak English on server-wide public channels such as the broadcaster, #main, #recruit and #trade. The same rules apply to what ever the main town of the server is  (@go 0 )."

Also apparently the server's location is somewhere in Canada. Not sure where in Canada, but that should provide a good ping for anyone in North America.

Only thing it doesn't really have is a huge player count. Right now, it says there are 87 players online, but how many of those are individuals actually playing, and not multi-clienters or venders? Who knows.

I've already done a bit of searching around on my own, even through other sources (top sites, facebook, etc.) and haven't found any 255/120s that are NA hosted, or have NPCs in English. I'm just grasping at straws here lmao. . .

DreamerRO is hosted in Texas,  USA and it has a population that ranges from 650 to 950 depending on the hour and day. I would say 50% are venders, but that still leaves you with 300-500 real players at any given time. Plenty of towns are populated with established groups, many who speak English.

As I type there battleground is running 36vs36 right now and main town is pretty populated.

Give it a try if you haven't

Fair point, I had the same concern about it.. but did you actually try and play it?

To me it feels more Pre-renewal than renewal, even Battlegrounds has 3rd job skills disabled. A lot of the bad formulas in renewal were reverted to pre-renewal (such as def, atk, matk/ def-pierce and skill effects).

I doubt you will find anything about it's renewal features discouraging, they are mostly just new instance dungeons, content and items.

I haven't really played it, but I guest WoE'd there a couple years ago. All I really remember is rolling cutter on the door, spawn camping for days, and the veterans (in WoE) being incredibly toxic. Not my cup of tea, but if my options run thin enough I might give the server another shot. I'm not too big on PvM crap because it seems like a chore to me. Battlegrounds is where it's at B)

I'm not that desperate yet though, any others?

Edit: It's also worth noting that I've already looked around RMS (listed servers) quite extensively. I know there are a handful of servers that aren't listed in RMS, and are using only tops sites, FB ad groups, etc. as a means of advertisement. Most of these are hosted in Singapore or other SEA locations though. If anyone comes across a high rate hosted in the US or Canada please post here, thx!
