If you want a renewal server, try out Ragnafied. I've been recently looking to go back to Ragnarok and wanted to play Renewal server and this server takes the cake. All official content. Open 24/7. No donation lock. You can pretty much buy anything in the cash shop because you can farm cash. You can go by through this server without needing to donate. The population of the server seems low because of the relatively new age of the server but the playerbase comes from different regions so the playerbase is more than it seems.

I agree, DreamerRO kiel based PvP. A server you can earn everything by farming or taking part in PvP/BG & WoE. The population has been in an increase since the latest updates. Currently 570 online.
If you are looking for a decent high rate, DreamerRO is your best bet.
