If you are going to play it by yourself or invite only couple close friends than you could host it on your own computer, it it has a good connection that is. If you want to release it to public, buying or renting a dedicated server would be a smart choice.

Also if you'er going to release it to the public do yourself a favour and run a MySQL server, .TXT servers simply don't do well with large amount of players (anything above 10 players seem to be bad for txt..), it works for test servers but thats about it.

But yes all the software you need is free, but if you plan on releasing it rent a server, and those tend to be somewhat expensive. (And make sure you have a good concept before releasing it to the public.. "just another server" won't work. )

Also another tip, do make sure you read all the eA forum rules before posting, they tend to be abit picky about that. >..>

TXT is GOOD, but it holds ALL CHARACTER DATA in memory. So once your db starts growing, so will the memory consumption. Of course, if you open it to the public, don't use TXT, because people who try the server and leave will leave behind characters that will start consuming more and more memory, eventually the SQL version will consume less memory and thus, be better regardless of how "small" the server is.
