I wanted to make an off line Ro server, with all the @commands etc... Is it possible I could make a server just for me and possibly through a LAN connection without having to pay for the big costs of buying a server?

no u don't need to pay at all, eAthena is free, u can donate to them for their hard work if you feel the need.

i think the basic package you download from eAthena forum has ip set to 127.0.0.1 already, if you download the txt version, it will only take you a few mins to set it up for home use (i.e. one man server accessable only at ur computer) ... u will probably need to change some s1/p1 password and maybe need some cygwin.dll nothing much. There should be a help file or readme in the package to help you with the setup.  Or just dig into eAthena for guides if you have problems.  For LAN server that could be slightly more complicated with the router/firewall and stuff, well just read guides, everything is there, good luck...

well you need to set the ips to 127.0.0.1
and subnet setup for the correct places to put the ips ask on eathena
do google eathena and pick eathena

First off, all you need to do for a LAN server is:

1. Set login_ip, char_ip and map_ip to "127.0.0.1" in [ char_athena.conf and map_athena.conf ].

You're basically done.  No other settings need to be tampered with UNLESS your servers cannot connect/communicate with each other.  When that happens within a LAN, you usually just have to edit "subnet_athena.conf".  It's a straight forward edit so I won't go into details.  If you still have trouble, come back here.

When your server is successfully up and running, I suggest you go take a look at the eA tutorials they have around the boards about setting up the rates and all configuration.

One more thing, It says that I need to select a program from the list blah blah blah. I just need a tutorial on how to get the frigging server up.

The thing is I cant open .conf files, and I also cannot find the files you are talking about, the server (map-server, login-server, char-server) all work, but I can find the files you are talking about !_!
