On 99/70 it is impossible to achieve 100% chance, just use the calc and see what stats you need to achieve chance that is acceptable for you.

I think the base forging success maybe differ. in the server, coz some people told me in other server the success rate is different from each other. Yes i agree that there is no 100% forging success..
