You can't. If your server is using renewal mechanics, there's something called "Fixed Cast time". It's not affected by any stats. =/
There is a server with Renewal mechanics already?
Anyway, since you are asking, it looks to me that the setting for instacast is changed on your server, otherwise getting 150 dex would be too easy so you wouldn't ask. So ask on your server's forums, since nobody here would be able to help you.
I believe IntenseRO is attempting to implement renewal mechanics. o-o
