If using the brAthena, you can see the file conf/skill.conf. I do not know what is the equivalent of it in other emulators.

If the skill is 100% variable cast time you can go by:

If you're a Warlock, you can do it by using Reading Spellbook (http://irowiki.org/wiki/Reading_Spellbook) plus Release (http://irowiki.org/wiki/Release).
If you're a Sorcerer, you can have insta cast[or near that] at most of the skills by using Ventus (http://irowiki.org/wiki/Call_Ventus#Gust) on passive mode to get -1s fixed cast since you can "easy" reduce the variable cast.
kRO also released some boots[Dexterous Boots of Time] that give -0.5s fixed cast (http://forums.irowiki.org/showpost.php?p=1280673&postcount=13) so you can do Sacrament+boots to insta in tons of cases.
Hmm, thanks, I guess the 530 total of dex*2+int will be the one for the other classes then.
