In light of all the threads trashing servers, and all the people starting up their own to "get back" at servers that didn't perform as they would have liked, what exactly is YOUR dream RO server?
What are the rates? Customs, donates, staff, community, competition... what are you looking for?
Can be a one already thriving, or one that died, but I encourage you to just fantasize for a bit and think up everything you could ever want in a server.
By NO means should this thread be used as advertising though. I'll poke your belly button if you do.
And we all know nobody likes belly buttons.
My dream server... would be purple.
And pink.
And green.
Quite honestly? I only have one thing that would make a perfect server.
The fact that the community, and staff, have no corruption amongst them, and are genuinely nice to other people, and actually CARE about each other, and what's best for the community.
A perfect server would be one that no jerks whatsoever ever join, so you only have nice and caring people ^_^ <3 of course nice staff too.
The staff portion you can always control if you're an admin, but you have little to no say in who joins, you must try to weed out the bad elements once they break the rules, but there's always those "borderline" ones that don't directly break any rule but are rude, obnoxious or constantly whining, and you're stuck with those.
A server with 99/70 max lvl, HR, no customs, uncorrupted and competent GMs, filled with thousands of RO vets only. (Alright, that might have sounded a tad too elitist, so I will be willing to include new players with a serious learning attitude, and who strive hard to be good players in WoE.)
In such an environment, I can't care less about the "social" rules and the attitude of players. In fact, the ruder you are, the more intense WoE competition will be.
Anyway, I can't see too many RO vets being *idiotic jerks*. Sure, there will always be jerks, but at least they have a (much) higher IQ. And, in such a server, it will be guild first, general community second, hahaha. What's best for the community will be easily decided by polls. I'm sure a majority of RO vets will make the right choice.
I also want HR just so anyone can have a team of max lvl characters of different jobs. MVP drop rates should be x1 though. This is so that a whole guild can change their job composition at will in order to adapt to, or surprise, the opposition. This makes for much, much, more interactive and exciting WoE.
My dream server has hot girls. Lots of hot girls.
But in all serious-ness, I'd like to have a understanding/cooperative community.

Customs: Legendary weapons and armor for all classes .
No donates - or just stuff like cute headgears such as coppola
no corruption
other then the legendaries, about 30 more customs which could be items, quests, maps etc.
SinX not being the most used class <-- ... Just seems everyone that plays SinX has the same personality, and it sucks.
rates= instant max level XD
equips= ALL of cat related items (cat ears, cat claws, cat tails, cat costumes maybe? X3)
GMs= friendly, non corrupt X3
server=stable, no lag X3
all job available
and no big clients X3
rates 30-40 base/job, 15-20 drops. Customs-nothing gamebreaking, mostly fashion stuff (like some normal headgears remodeled into nicer ones). Good class balance, perhaps a little nerf of SinX link. Frequent events, good community and GMs. No lag 24/7. And episode 12.1 available.

Everyone's entitled to their opinions, she asked people to describe how the perfect server would be for oneself in particular, not how it should be to make populated server of elitists, nor how to attract a majority of prepubescent players, nor sarcastic rms vets, etc. what she asked for is personal opinions. In a dream ro server of mine there would be no jerks, but that's just me, if you like them why not join some junk high rate pk, wallow in jerkiness as much as you chuse and unlike you we wont "/killself" over it, if that's what you like go for it, but leave us be to our carebear loving communities.

On-topic, my perfect server would be... one with tons of customs. TONS. I've been playing RO for years, and I need my interest to be kept. I don't mean stupid superficial customs like all the mage classes having brooms, I mean custom shops, moving existing things around, custom NPCs, quests. Custom items.
Other factors would be a professional and active staff, balanced gameplay, a small loving community (60 players tops) and rates between 10/10/10 and 25/25/25. XD
I've been mulling over a concept I'd consider my perfect server for awhile now, where I would allow 2 major forms of gameplay on the server. One would be something considerably similar to Yu-gi-oh, where you would card battle another player using monster summons, and the latter would be the regular game, pvp, mvp and WoE. I don't want to really give too much away as I've gained most of the idea from another server and it's possible they would implement something like this way before I would ever get the server off the ground myself. One can dream though.
As for rates, I personally love the Mid-rate environment, so I'd probably have something like:
-Max level 130
-Max stats 120
-can max one stat and nearly max another one
-instant cast unreachable without considerable sacrifices
-rates = 55/55/25
-donations = None that would give any advantage over a non-donator
-customized cards to some degree
-custom items to some degree
-custom mvps to some degree
-custom WoE experience to some degree
Aside from that, I like the idea that there is something for people who have finished leveling, gearing and MVPing to do in their free time. Endgame content I guess you would call it. I find a good majority servers lack it in any fashion. Many would consider farming MVP cards and God items the end-game content of Ragnarok Online, however I would argue it's to boring farming the same easy MVPs over and over for crappy cards and God-Items are overpowering junk that just adds to the power of the guilds strong enough to keep the specific castles that drop their parts.
That's why in a perfect server, I would have no god items and significantly changed MVP cards as well as loot system on MVPs, so that it's spread out somehow to those that did the most damage and not the one guy who got MVP(another flawed system)

I love carebear-y communities. To me, the community is one of the biggest things to think about when choosing a server. If everyone is going to be all 4channy and yell at you to go kill yourself every time you walk through town, why would you want to stay? Personally I'm not an individual motivated by being insulted. I'd pack up and leave and find a server where the playerbase valued and wanted me there.
Thus why nice communities are so desirable in one's DREAM SERVER! Mwahaha.

1. honest and mature server Admin.
2. server Admin that would admit mistakes.
3. server admin thats open for critics.
4. definately not the type of admin who would say something like "dont like it? leave!".
5. not biased towards anyone, GMs or players are treated the same by server Admin.
6. care about his players.
Actually, it isn't so bad that everyone will insult you in an elitist jerks (omg =.=) server.
Your guild won't. They will fend for you to the death, at least. It will be more of inter-guild drama than anything, I guess. The bad thing is, if you're that kind who likes to make friends with the whole server, you'll be hard pressed to find a guild understanding and trusting enough to not accuse you of spying/collaborating with the enemy.

It should be NO CORRUPTION, BALANCE, and FRIENDLY ... and strong players.

- restricted LEECH. That means no people leeching their characters at anubis all the time (would be even better without those mobs in the database, I hate them), or in thor...
- absolutely NO donations, or just something that doesn't count as "useable". Headgears just for look. NO commands, imba features for money ><
- I don't mind homunculus but I'm against afk lvling.
- mature and organized (!) staff.
- admins that already KNOW what are they going to do, listen to the community etc.
- WoE in a good time for me (no 2-4 AM anymore pleaaaaaaseeeee)
~600-700 people online
my dream server doesn't exist and I'm almost 100% sure it won't change.

You know, drunken NPC, Santa NPC, some dude in a corner with a little kid NPC, in addition to travelling around the world of RO and mobbing lots of aggressive monsters that we can't kill. Possibly annoy players and do big parties for fun in dungeons.

Aside from the general no corruption, ect. . In terms of rates, low, like 3 or 4 for base, and maybe 5 for job. With drops rates at like 10 for normal cards, around 3-5 for equips, around 5 for usable/misc items and 1 for mvp. No 'main' town. No stat reseter. A quest-able/buying hair and/or color stylus located at various areas. Little to no custom items like wings. An actual custom made story-line. If anyone has played DivinergyRO, you know what I mean. Game masters that are involved in the community. Uhm... A nice forum. /ok I would say a PvP/WoE orientated server, but a good set of quests and whatnot are equally important. @autoloot for cards only (Can't tell you how many times I've lagged at just the wrong spot and missed some nice cards... ;_;) No other commands. NO MULTI-CLIENTING. <--- Thing I want the most in a low-rate. Same donations as official or little-to-none. WoE at 1 day a week or wednesday and saturday/sunday. Starts out with around 15-20 people and gradually rises~ Perhaps a warper to basic (Gef, Morroc, pront, ect) towns for a fee, and unlockable warps to the first level of basic, low-end dungeons, also for a fee.
If anyone wants to make a server like that in the future, I'd help pay for the host. Just not right now 'cause I'm broke >_>

If people wanted to act all cool from 4Chan, they should stick to the trash that is 4Chan. There's nothing wrong at all with a community that actually gives a flying sh*t about one another, other than the whole "rofl u can't defned at woeeee nooooooooooooooooooooooooooooooooooooooooob lulz".
As for my ideal server, LR or MR rates(no less than 10/10/5 and no more than 200/200/40) with an active staff(by active I mean logging in game more than once a year to remind people to donate...), nice people to play with, and healthy competition.
No imbalanced, garbage customs, no special prizes for donators, and players that know what they're doing with the game, rather than making SB Sin Xs all day.

For me, I don't like the 'care-bear' communities. I run by the quote- "Peace cannot be defined without Conflict" so in a sense, I enjoy e-drama and whatnot. It keeps me from getting bored. :x I think secretly everyone likes a little drama now and again.

Erm... Wouldn't that defeat the purpose of a "Perma" (Permanent) Novice?. . .
1x Drops with Nightmare mode on. Everywhere except towns pvp + level reduction if you die. This of course should not apply in woe maps. 500+ players. No trans. :D Oh and I have to be the best in the server of course. XP
No whiners/complainers, and constructive criticism and not the "this sucks, I suggest better" etc etc, active staff, events 3 times a week, a very nice community (no asshats etc) and overall healthy PvP/WoE competition :P

I don't think there is my dream server currently out there. At least I haven't found perfect one. Ones I have played on shut down after awhile. I just hate when they close good promising servers. It's like everyone waits 1500 players online at starting day. I personally don't care if server has very small community.
Too bad I can't afford to start my own server at the moment.

Community: IRO open beta-style. Sites like RODE and ROempire not existing, (No offence). For when RO was a lot simpler, no one knew where to hunt, and wizards didn't calculate there own SG damage beforehand.

I'm never sure what I'm looking for really, I like the basic RO Experience that includes terrorizing the nearest Pupa as a Novice and having karma come back as a Creamy. It's a silly wish but I wouldn't mind a massive population of people who are just generally kind and helpful. I'd want to participate in WoE and leave the area on good terms with the competition; of course there would be the occasional jackassery which is where I assume the ever-capable Staff would take care of it. Also: PARTIES. I WANT TO PARTY WITH OTHER CHARACTERS RATHER THAN SOLO LIKE I'VE DONE IN EVERY GOD FORSAKEN SERVER I'VE BEEN TO. I want communication between people, it's a bloody MMORPG, I better see the Massively Multiplayer bit in play.
It sounds mean but in staff relations I'd rather not see it consist of a bunch of 15-17 kids who run the server After School and are capable of hearing the players out and constantly gives the userbase something to do. Customs equipment I wouldn't mind at all, but I'd rather have them for simple aesthetics rather than Killy Stabby Hat of 100% Coma Chance That Everyone Wears And Is f*** Impossible To Get. And no wings. Just, no wings. (They're terribly overused and the majority looks f*** terrible and they're never lined up correctly).
As for rates? I never mind them much but I'd rather not take a gratuitous amount of time leveling.
If there was a server that has the story/navigation system of Guild Wars with RO mechanics I would definitely play it. It's probably not likely though since the server would be doing alot more instancing than it does now.

Anyway, the kind of servers I like to play don't exist outside of a certain person's mind. The way he makes his servers is the way I'd make my own. <3 I look around at some servers and it makes me lol @ how s*** some things they have are. D: I really wonder if I'm making any sense right now, pain pills and not sleeping is ftw sometimes but not when you're trying to type something.
Parties Parties Parties. Not just end game or WoE either. a server where you need to party to level from 20 onward.
