The Strong shield description says that the user recieves 20% more damage when equipped.
Now, (in PvP/WoE situations), would a Raydric card cancel out the extra 20% damage? Or, would a Thara frog card cancel out?

The thara frog card would cancel it out. The raydric would only cancel it if the damage you were receiving was neutral.
I don't think it cancels out.
There's an order of priorities. Since your equip effect would have 20% more, you would receive 20% more than what you usually receive and then 20% would deducted from the total amount of damage receive.
As said, there's an order for priorities. All Race reductions, Size Reductions and elemental reductions are stacked together and then calculated type for type.
I have no idea where this one would go, but I'd assume it has it's own pile. My guess is that it's calculated either first or last (makes no difference BTW).
