Acceptance of 3rd Party Tools

OK first of all I am not sure where to post this but I think it should be here   

I just want an honest opinion. By fair gameplay and obvious reasons, 3rd party tools are banned from most servers. Yes I know that is case but is it banned from Ragnarok as a collective community regardless of server by server rules? Is its existence of acceptability really just depending on the server administrators point of view on 3rd party tools? Or is it by default legal for the Ragnarok community.

Gravity did not release any rules about this matter. The game masters who managed the different servers on different countries formulated the rules to make a fair game that fists the countries setting. And now on the growing world of the RO community inline with private servers, 3rd party tools are also being scattered. Hiddenly scattered from most players in fear of server admins finding out. But if we look at it clearly, there is really no moderating head above the Ragnarok players so why keep it a secret? Just  thought
