ok so i downloaded these:
[Torrent] Sakray 1210 Full exe
[Torrent] Ragnarok 1210 Full exe
and when i went to play a server my skill points (not stat points) they wont stay there on the skill (when i close the skill window the skill goes back to 0 and i get the points back) ive even redownloaded it and nothing happend.....any suggestions?

Umm, I'm pretty sure this is a server problem.
You have to click "Apply" if you are using the new skill window once you set your skills.
