Sorry i've posted way back 2014 about finding a server that i can come to..but i've come to my sense now and i know what i really wanted..but i appreciate all those replies you've gave me earlier..anyway new thing..here are my requirements:

-Must be low to mid rate..but i prefer something that can range about 30-100x rate..i appreciate it..
-Well i want it to be a fresh server..need it to be a month old or at least 3 months old..no wipes whatsoever (Zealro-like)!!!
-need a NPC like healer,warper,job changer..
-Lastly i want to enjoy the server you're referring to me..so please make it a better one..

I suggest you try our Mid/Mid-High Rate server.
Our base/job rates a little higher than you want, but I think it's not so bad.
We have a good population, and high quality stable server.

you should try out OnlyRO. Let me go into detail:

OnlyRO uses a dynamic exp system which helps you level up faster in the early levels and a bit slower in the later ones. The minimum exp rate is about 7x the maximum is about 10x
-Well i want it to be a fresh server..need it to be a month old or at least 3 months old..no wipes whatsoever (Zealro-like)!!!
We opened our gates right after new years. So the server just turned 3 months old. There will be no wipes ever since we are using a reliable database replication system to prevent data loss
-need a NPC like healer,warper,job changer..
Sadly we don't have a healer and a job changer, since we are trying to be as close to official as possible. Though we have a town and dungeon warper and you don't have to worry about any dungeon entrance quests if you don't want to complete them
-Lastly i want to enjoy the server you're referring to me..so please make it a better one..
OnlyRO currently has an active playerbase of around 200 people (excluding vendors) and we just released WoE last week. Though we also have some guilds who don't play any WoE if you are interest in that

Now some other points you didn't mention:

We launched on 20th February, so we're almost 3 months old. We've also have no wipes.

We have a free healer that provides blessing and increase agility!
Job changer and baby job changer.
In regards to warper, we provide only level 1 dungeons and all field levels except the MvP ones (so it's less spoon-feeding)

Based on your LF server requirements, our server has some ups and downs but i think you will like our sever.
RO rakplay

*Its a low rate server 10x/10x/5x, a little lower than what you preffer.
*It is a fresh server. It has been up for about 1.5months now already and i guarantee you that there will be no wipeouts here
*Its has no custom npcs like Healers and job changer. Our server settings are like the official settings, only difference is in drop and exp rate.
*The server is fresh still currently building up a community and has many more updates to come
