How to decrease SBK's after cast delay?

Yes, Kiel does work for it. Most servers have it so that the now default system of having AGI reduces after-cast as well, but I've seen a few servers who have actually removed that effect.

Soul Link reduces delay only for SB...

Expert Rings aren't worth it btw.
