Are you allowed to list servers that is currently on Beta Testing?

First Rule says, Your server must be complete.
Does it cover it?

If your server is playable by the public, you can list it.  Or within 7 days of opening.  You will need a client download, server info page and a forum/fb communication page to support players outside of the game.
