I'm going to say WoonRO because it's been up for 3 years now. The staff is dedicated for sure. Even when the server is doing poorly and isn't earning a profit each month, the staff owner doesn't close it because its a personal love of his. OnceRO however is probably owned by people who will close the server once it stops earning a profit which will be soon.
Yes OnceRO has more players, BUT BG dies fast according to their own players and Pvp is empty. Also, majority of OnceRO players are from WoonRO and WoonRO is their home. When OnceRO dies, WoonRO will be repopulated again.
WoE is dead on OnceRO too and it's only been hyped up for a few months. That should show you how stable it is.
I personally recommend WoonRO for a server.

Plus WoonRO just updated its WoE. You can now buy all your WoE items for 150k each item. All the items you need for WoE are in the NPC.
This is the server seeking section so what are you seeking in a server? Asking this because you need to be more concise when posting here and also because, although I know that you're searching opinions, it will be better, even for yourself, if you explain also what you seek in them so that players can help you better.
