Have you seen UtopiaRO NW yet? It fits what you want for the most part.

Rates: 10/10/10-25/25/15 ✔
Max Level: 99/70 [No 3rd Job] ✔
With Battlegrounds: Should be available ✔
With WoE: Should be available, though perhaps not right at launch ✔
Population: v1 had ~150 online and I've seen a lot of v1 users still interested in the revamped uRO; we should be able to meet this demand at launch (September ~1st) ✔
Good Staff: Yep, all staff are active and courteous - but serious at the same time ✔
Friendly Players: uRO is known for its anti-troll staff and awesome community ✔
MVP/Normal Monster Equipment Drop: It depends on the monster. Since rates are 10-15x for equipment, the drop rate would be low. Use RMS or a similar database to determine what percentage x item drops at with the current rates as it differs per monster ?
MVP/Normal Monster Card: Normal Cards are 0.10%; MVP Cards are surely retained at 0.01% X
