Indeed you are right.
I am currently looking for a new Mid-Rate server.
Rates should be between 50x to 200x. Max lvl can be anything from 99 to 255.
3rd classes are not necessary but they can be included. Pre-Renewal or Renewal doesn't matter either.
The thing I care about most is the Server time. At best the Server is located within the EU.
I like to participate in WoE again and playing on an American Server with -6 hours is not beneficial at all.
Either WoE is late night or early morning.
I've taken several looks at Server with my Mother tounge but they're pretty much dead, so english is fine.
At best there are plenty of customs. I like to sort of collect them. However they should only be for fashion.

Elaria Woon Reloaded is a pre-renewal 99/70 server with 50x50x25x rates.
Our opening is tomorrow and we got over 270 people waiting for it to open (:
Server location is in the USA, however we also have an EU and PH proxy. We are currently supporting following languages: DE/FR/EN/RU/PH/ES/ZH and PT!
Our cash shop is purely cosmetic and doesn't give any advantage to donators. We have a lot of headgears implemented and various systems.

Hello!

Our rates are 50x/50x/25x with Card Drop at 0.50% and MVP Card Drop at 0.01%
There are no 3rd jobs and max level is 99.
The server is located in the US but we have EU players as well.
Our WoE times will be at a reasonable time for EU.
There are plenty of costumes to be hunted on our server!

Hi, Linwise!

I'd like to recommend my server, however, the rates doesn't match with what you wanted for though. Our rates is from 25/25/15 to 35/35/18. WoE isn't opened yet but we'd do our best to ensure that all players from around the world will be able to participate, and we will definitely get the community's opinion on the time as well.

And also, we just released transcendent classes! There are few who got to 99/70 already but everyone's just chilling in-game.

Server's at pre-renewal at 99/70, its still quite new, been a month old already, donation stuff aren't overpowered, just filled with costumes.
