Hmm, I'm not sure if such a server exists. What about servers that have them but they drop only to 0.01% so they techically do not exist yet because they didn't drop?

the problem with those is the instant someone gets gtb server dies

You might like DivRO, we're a 100x/100x/25x pre-Renewal trans server. MvP and mini-boss cards do drop on our server, but are not allowed to be used in Battlegrounds and WoE. Leaving only PvP and PvE environments as the only places they can be used.
