Looking for a low to mid rate

I'm a long time returning player (5+ years since I last played RO) looking for a relatively new or low population server to play on. I'm really not big on custom items that aren't purely cosmetic (i.e. 'pay to win'), and honestly can't stand servers that are riddled with anime stuff (Bleach, Naruto, etc)- that's a big "no" from me.

For specs, I look for:
- Anywhere between 10 to 100x rates, either pre-renewal or renewal with 3rd jobs (I prefer the latter usually)
- Max level either 99 or 150 depending on the above
- Relatively small population
- Strongly requesting a USA based, hosted, and primarily English server
- No card rooms

Hello there! Have you considered heRO? We're a pre-renewal server that just recently celebrated its 15th anniversary! The server is located in Montreal, Canada, and the main language is english. We have a small but very friendly, close-knit community, with custom areas and content that are carefully crafted to feel as if they are part of the official game.

HeRO's rates are 5/5/3 but we have quests, events and items that can help speed up your leveling somewhat. We're also currently at around episode ~14.1, with renewal areas modified to fit pre-renewal mechanics.
