It has very few customs (mostly just some NPCs). Most custom headgear quests give you headgears that on official servers you can buy in the item shop, so they aren't actually custom. No custom stats on items at all.
Donations: No cards, MvP drops, gear sets, and Acid Bomb materials or Poison Bottles.No overpowered items at all, you can buy headgears if you don't want to do the quests, though.
Mostly friendly and mature community. What I can tell from the forum, the community is really friendly.
Active, knowledgeable and mature staff. The staff is very competent. Suggestions are taking seriously and there are basically weekly updates that fix most of the things reported. They also implement an WoE-character feature. You start at max level good semi-good gear, and can pariticpate in PVP, but you can't do any PVE and neither trade with other players. That they could implement something like that shows that they know how to work with the sourcecode.

Note that it's not my server, I just thought it fits to your requirements well.
