That has atleast 255/120 or 500/120 300-500 max stats or what ever from that.
With cool main town and unique customs over 300+ or so. Even tho its not a large community still like to try it. With atleast 2000x exp to 10000x exp or so.

I think you may be interested in http://spectrum-ro.net/ .  I'll address your requirements below:
-All jobs are viable and balanced in WoE/PvP.
-Donations are only slightly better than gear obtainable in-game.
-190/90, max stat 190 with stat points increased to allow for more overall stats.  I heavily despise 300 LUK for immunity to all status, removes a vital part of the game in my opinion.
-2k/2k/500 rates with floating rates up to 3.5k/3.5k/750.  Community is small, tight knit, and growing.
