LF>Mid or High rate server

So as topic says I'm looking for a Midrate or Highrate server.I used to play in Mid-rates or WoE servers with nice population so i want to find a server like those.
Some important things about the server:
Base/Job Exp: higher Midrate server(around 150x exp) till High rate(up to 1.000-2.000x)
Max Base/Job lvl: MUST be 99/70 no more no less
Card Drop rate: Normal cards >1%,MvP cards around the default rate
About PvP:As I said I played in Woe servers so Im looking for Woe/BG/PvP competition.
Population:Massive amount of players,should be around 200-300(without vendors)
Other Features: @commands for sure(no @warp pls),Healer,Tool Dealer,Warper(should warp me everywhere i want to like towns,fields,dungeons),Banker,no Gold Room,no Mvp Warper

Uhm these are the requirements so far Im looking for If i got any new i will post.And i know its kinda hard to find a server like that

Yeah...well I forgot to add that it would be nice if the host is in the US or best would be in Europe.

Max Base/Job lvl: 99/70 Trans Only
Card Drop rate: Normal Cards = 0.5% MVP Cards = 0.05%
About PvP: None yet. Server Just opened last saturday. Players are hunting / doing quest for items.
Population: Still a little yet but active people and friendly.
