Classic as in pre-trans or pre-renewal?

There's a server called Sarah Ragnarok Online, and it's Classic (Ragnarok Episode 4) with Low Rates, from 2/2/2 to 4/4/3(event)

Unfortunately there isn't any high populated pre-trans server right now except that one SEA server of which I can't really judge the quality of: https://www.free2play.asia
But the rates might be a bit too low for you.

The other classic players basically all moved to Dawn of Midgard when it launched. It's actually episode 11.3 but it offers a weekly pre-trans WoE. It had a bunch of active PT guilds so it was actually quite competitive, unfortunately many of them are currently busy playing Tree of Savior or wait for a worthy challenger. It's still your best option at the moment if you don't want to play on the SEA server: https://dawnofmidgard.com/
Rates are still below to what you are looking for but those 7x can quickly turn into 14x or higher rates (events and stuff).
