Hello there, I am an English speaking player.
I am seeking a server that is English and has the following rates.

255/120 or Higher
Dex Based Casting (No Kiels)
2 or 4 Slot Gear
No Pay to Win (Donation Gear) 
WoE/BG
ACTIVE COMMUNITY - I'm not talking about having like 80-100 people and half of them are vendors being AFK.

English English English - I cannot stress this enough. I have nothing against Tagalog players, I just don't speak it. So trying to make trades/deals is hard due to the language barrier.

Would you like to test a 500/200 server? Custom Upper Headgears [2] only and the rest are normal slots.

It's a kiel based for After cast delay skills, 300 Dex is required to no casting on all skills.

No pay to win server, all you have to do is grind/farm zennies to obtain useful gears ingame.

Community is small around 10-15 people active, and most of the players are from different country speaks english.

Even with a small community, They help each other.
