Hey there lshow, WoonRO seems to fit most of what you're asking if you would like to come check us out.

Specifics:
• Mid Rate with 150x/150x/50x rates, 1x MvP cards.
• Warper for fields and dungeons.
• Job Changer.
• Healer with purchasable guild buffs.
• We don't have crafting, but we have quite a few custom modifications to make the RO game play easier and more fun.
• Pre-renewal with transcendent jobs.
• Vote for points with account bound headgears and a couple other items.
• No custom items, cards or mobs. We have implemented some renewal sets however and modified them to work with pre-renewal.
• A large selection of custom pets. We just released series two a couple weeks ago.
• No overpowered donations. Essentially everything you can donate for is also obtainable in-game. No custom donations either.

The server's environment is newbie friendly.
Every newbie basically has everything they need to level up easily and explore the server's features.

The server is using Vincent Thibault's open source browser project for RO. It's still in beta phase but you'll be able to get acquainted with the server without downloading the whole client!
