LF a highly customized server (low rates)

I'm looking for a server like BakaRO was (which was a lvl 999 server high rates) although i'd prefer low rates i'm not against mid rates but i won't go any higher anymore.
BakaRO had a few things that made it worth while. They made their own custom map for their custom items and quests. These were challenging and you had to quest into better and better equips to get further along in the custom map.
Thats the core of what i'd like...
but to give more info:
It can be pre-renewal or Renewal I really don't mind either one but Renewal must be 99/70 trans or 150~160 base and 50~60 job for 3rd job max for low rates and for mid rates i'll allow 99/70 and anything up to 400 base and 120 job.
Warp npc needs to allow warps to towns and typical dungeons but just warp to the entrance and no further.
Donation items should be questable for the exact same item or can be attained by voting for them. Or Donation items can just not exist. both ways work for me.
Also I really hate the servers out there that have 1000 different Wings with 4 slots and +30 stats. I don't mind wings otherwise...
Mvp drops and cards should be 1x rates

We are a low rate pre-renewal 5x/5x/3x server with many customs and more in the works.

Our max levels are 99/70 and max aspd is 190
Our warper only warps you to cities (except some that require quests to access) and the beginning of dungeons, and we have a random warp feature that will warp you to a random map out of 120 different possibilities.

We do have donations, but you can vote to earn ad credits for the shop. 

As for our customs, we have daily quests from the job agency, professors bills quests, custom hat quests, custom entrance quests, and many others. We also have a custom Faction war that is ongoing, you can choose a side to fight for and participate in several events between the factions.

I would like to suggest trying out heRO, a non-renewal low-rate server that has been active for 6+ years! The server has approximately 100 active players with 50-60 online throughout the day. heRO also offers a large number of custom items that can be obtained through custom and monsters.

For the most part, heRO does meet your needs and I'll address your core wants in order:

-heRO's rates are 5/5/3 with 99/50 (2nd job) and 99/70 (trans) level caps. The base stats are capped at 99.
-A custom warp npc exists that will warp you to cities and dungeon entrances.
-Donation items are items that can be obtained in game such as OPBs, OCAs, and enriched ores (custom item). None of the donation items are gears.
-The server has several wings but do not add large sums of bonus stats, a decision made by the GMs that allows players with no wings to compete with those that do.

Have you found a server yet? If not, check out Atherea Ragnarok Online. We are a upcoming low rate, pre-renewal server. We will not have those customized wings with +30 to stats and slotted like crazy. Our customs will be like a unique storyline, quests and etc. Our rates are still in discussion and will be announced soon as we have decided on one, we want to know what our players like before we open up the server.
