You can try our server named Archaos Ragnarok Online 1k/1k/100x - 99/70 no 3rd jobs. We features alot of unique gameplay enhancement like status icons that you never seen in your RO life. We also disabled MVP Cards for fair WoE, PVP. We replace it with a new system called MVP Badge System. You can exchange the MVP Badge to some rare item ingame. Also various monster drop there own hat, example is Poring they have chances that they will drop a Poring Hat. Is it that cool? You can check our website and forum for more information. Your server looks promising, but i don't think it's for me, the drop rates are kinda low. As i've said, I can't afford to grind for cards (let alone the gears)

I also am a filipino, but I don't like filipino servers/player base for some reasons.

"Exhilarate RO" passed some/a lot of the requirements you're looking for
But I already left that server because the community is made up mostly by filipino, but there are some non-filipinos who's dominating the mvp ladder. It was supposed to be an international server, but some GM there speaks/announces in tagalog which is not good (maybe good for convenience because there are only filipinos playing by that time). 

You might want to try "Eklectic RO"
But the downside is, the normal card drop is 1%. And that was also supposed to be an international server, but it is dominated mostly by spanish-speaking players. They speak english if they talk to you (that's in my case because I don't speak spanish fluently, and I'm the only english player there at the moment).
