How to foment parties ???

There is anyway to foment people not playing alone and more and more playing at parties? its complicated when you start at new server and stay alone, people just want take care their business and you are not involved at all.

Honestly, you can try asking the player via PM, otherwise, there's no other way that you can "force" people to party up.

You can always look up a leveling guide for you to be able to play alone, some grind alone because they know on how to level or some are farming gears before leveling.

For me it comes while playing. I start alone but while leveling up I see other players in dungeons and then I just start talking to them and if they reply party up and add to friend list. Eventually I have a full friend list and can use it to organize parties myself.

Guilds are also a good way to find parties.

Many people played the game for too long to "wait for" anyone, they know exactly what they need so they'll feel it slows them down to party with a stranger.  Depend on your server, there should be some content that require a party and you should promote those activities.

Give rewards to people who party, that's the easiest way.

You can do, for example, a reward system where when people party in dungeons by going there through the warp manager, they get tokens each X minutes that later can be traded for items like xp books or even cards/gears. You can even further improve this as a zeny sink and force every player to pay some zenny to enter.
