After playing some RO servers such as PA and uaRO here's some thoughts

I love single client it encourage party play but enforce this policy only isn't enough you need to altered some mechanics in the game too.

First remove vending, discount, overcharge(don't rage at me yet) from merchant skill tree, and let everyone every class selling/buying stuff via broker in games it's simple way to find the cheapest items. Without DC/OC and having broker in game people will have no reason to make a merchant if they don't want to play one. Move some skills from 2nd class to merchant such as axe mastery(+30 as merchant +40 as BS and Alchemist), adrenaline rush but only increase 20% attack speed as a merchant increase to 30% as blacksmith and change into 10 levels skills instead of 5,Add mug(steal zeny) from rogue skill tree to merchant as passive skill.(So it would be the source of zeny spending skill)

Renewal all passive mastery skills to 1st class skills such as for thief sword mastery, vulture's eye, swordman's spear mastery, acolyte's mace mastery etc.

For 2nd class that lost mastery add lower damage down 3rd class skills as compensate.

Mages need some works frost diver should be 100% frozen chance in PvE while PvP remains 65%, Wizard AoE including bolts should reduce cast delay to 1 sec like retail.

Bard/Dancer should have change skills from PA like able to do damage like arrow vulcan while playing songs.

Rogue should have preserve ,gank should working with bow and weapons such as a dagger that increased damage with dex and bow that increased damage with str so they can use both weapons in same build.

Crusader holy cross build should have very high damage regardless what weapon it should best holy single target AoE while grand cross for mobbing for diversity of builds.

Sage hindsight build should drops lv 10 bolt and...
change all links to mage link remove gems stones cost from skills
aco link heal 2x reduce sp consumption 20% holy light x5 damage
merchant link removed all zeny and material consumption.
thief link double attack 100% and sonic blow damage +100%
swordman able to use weapon quicken with all weapons
archer combined bard and hunter links.

Implement card seller NPC for nescessary card such as zerom card,drop card,atk card,whisper card,str accessory card, marc card,verit card you know basic stuff card that requires for your own farming.

I know it's a lot of ideas already you can discuss more about it. Thanks for reading so far when I have some more ideas I'll post here ;)

not everything will fit in to your liking and almost every settings in a server have a divided opinions.

I'm well aware that fact at very least the most important stuff is removing vending and let everyone buy/sell via broker NPC would be a great step of single client policy and no need alternate merchant to sell your stuff anymore.

While I agree that I'd personally love the convenience of every class being able to vend at least 1 item (to make Merchants feel more special when they can vend multiple items) I can't fully agree on a change like that because it takes away from the Merchant guild's uniqueness and lore.

The merchant guild is meant to be a bit cutthroat. Lore-wise, they want to dominate the market, and don't you remember what happened in the anime when that naive girl tried to vend her apples without the proper license from the merchant guild? She got beat up and her apple cart got destroyed by other merchants.

So a change like that doesn't fit into RO's world as much as it doesn't fit with RO's gameplay. Merchants already don't feel as special in a lot of private servers due to a lot of classes getting autoloot, area loot, or the greed ability there which was supposed to be unique to one of the merchant 2nd classes.

Do not forget that every class can still sell and buy from NPCs without discounts and overcharging. If you don't want to put in the effort to be a Merchant, you just have to kiss your discounts and overcharges goodbye and accept a little less zeny flowing in.
Single-client servers encourage player interaction, discourage soulless min-maxing, and properly allow support characters to find partners and parties.
Dual-client and multi-client servers are a sin against Odin.

By disabled vending DC/OC it will make no longer people need merchant alternate aka second client.
RO needs a lot of clients because the game design to need a lot of classes or you simply can't play at all. Therefore it promotes multi-clients.

Broker is just much more modern system that convenience for players to sell/buy stuff.

Let's talk about it:
1. No vend, OC/DC and wanting a grand exchange:
Okay, what is the problem with no oc/dc? RO was a game where zeny wasn't given directly to the player, just items and it is balanced around that and the zeny dagger / mug skill is just a joke in the formula that prerenewal uses.
Grand exchange? I'm in, but prepare to see an incredible drop of autovends and a lot of "population crisis" because people sees numbers and thing blindly.

About masteries, adrenaline and those things: it's depends in the context and also the setup. Masteries are worthless in pre re if they aren't required for, changing them up won't fix their core problem, being little to no damage for free and also not doing something more.

Adrenaline feels a little off in 1st job, more if merchants are the only class that has it.

The frost diver pvm idea is cheese, you want to force everything to be water element just to use wind magic and beat up the game. Oh, but you are a frail mage class, well, you can vast fast enough to not get touched.

Rogue ganks with bow is the silliest idea I always hear and I main stalker, yes, I want to grab something from 10 tiles away because I need it (sarcasm).

I will stop here, don't feel like adding more of my time.

That is "i love solo client but playing solo client actually sucks" in a nutshell. Neverunderstood that.

Mythos of Midgard had some of those ideas. They also have the only novice skill set that ever made sense and found some ways where soloing with multiple clients wouldnt have any benefits instead of just tunnel vision mimimi prohibiting it.
