I had a 2020 private server for testing and everything worked fine--

Then I decided to go older so I got a 2010 exe client but started running into problems such as not being able to connect (it does show on the loginserver.bat) (i did change the packetversion) and some 2010 exe clients gave me a tiny RO window.

Someone told me to find a older full client setup but all I could find was RAGRAY-FULL-2010-07-30 (based off a kRO client) and it's giving me a tiny ro window as well.

I fixed it by using regedit

(32-bit)
HKEY_LOCAL_MACHINE\SOFTWARE\Gravity Soft\Ragnarok

(64-bit)
HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Gravity Soft\Ragnarok

Example 800x600 resoultion

add new DWORD
Name one HEIGHT >> double click it >> change to decimal and type 600
and one WIDTH >> double click it >> change to decimal and type 800

add new DWORD
name it ISFULLSCREENMODE >> double click it >> change to decimal and type 1 to make it fullscreen.

but I get a error on fullscreen
cannot init d3d or grf file has a problem

You are trying to connect to a 2020 server with a 2010 client?  I mean not just the exe but the grf?  That isn't going to work, the 2020 server build has a lot more items / monsters / maps that aren't in your 2010 grf.

You will need the latest grf but the exe might work if you can connect with it.

You shouldn't have to do this manually -- just run Setup.exe before you start the game (the game EXE will automatically pop it up) and select the right options are you're good to go.

In case setup.exe doesn't show the correct renderer and resolutions (i.e the first two drop down lists are empty/not clickable) you are missing DirectX or Graphics Card drivers. If you're running RO inside a virtual machine, make sure you have 3D Graphics Acceleration support enabled.
