My Comp says that, "windows cannot access the specified device, path or file. You may not have the appropriate permissions to access the item."

I'm totally confused right now, and hope get the solutions.

Try Right Click > Run as administrator

if that doesn't work, to what folder are you downloading it? like C:/..

Try running a CHKDSK? It could be a bad HDD sector, it's happened to me once before.

If you try to re-download the file and still get that error, run a CHKDSK to repair the issues, it should relocate the orphaned files from the faulty HDD block to a usable area.
