Crush Strike problem

well there's somekinda problem in our server.. we're having some trouble regarding crush strike.. when you use the Raido/Rhydo rune, it should be like a normal offensive-skill wherein there is a target cursor.. what happens to us is that there is no target cursor.. and it seems like it became a "buff" or something else and once you hit your enemy with normal attack, that's the time where the rune will be activated.. hope you can help me.. your answers are much appreciated..
