Looking for web-developer with advanced knowledge of PHP/CSS/JS

Currently, I'm looking for web-developer with advanced knowledge of PHP/CSS, maybe js and sql skills required.

Tasks:
1. Make a landing page with ready .PSD design with next features:
- plain text, as a welcome word with basic info about server;
- countdown timer XX days/ XX minutes / XX seconds till the server opening with starts counting time after opening too;
- server status with online players, peak online and number of unique registered accounts;
- regular links to the main website and community board;
- copyright info*;
- additionals my be discussed**;

2. Make main website with ready .PSD design, including next pages and features:
------ Pages ( names ):
- Main page;
- Registration Page;
- Ranking Page;
- Market Page;
- Account Profile Page;
- Server Information Page;

------ Pages Features:
- Main Page:
-- Clickable logo - link to main index page;
-- Small information block with welcome message, basic server info, server status, online status, peak online;
-- Login block with inputting login/password information, Recover Password/Register plain text links;
-- News block with 4-6 news per page maximum, all news uploading from licensed XenForo community board, including name/time/author; hide/spoiler effect for each news, first news is unhide/unspoiled by default;
-- links to other pages;

- Registration Page:
-- IMPORTANT: ability to create Master-Acccount - it's special type of the users account, that working only on the website AND MUST BE INTEGRATED AS REGISTRATION for XENFORO COMMUNITY BOARD ( after creating Master-Account, user able to login both website and community board;
-- field for use: email/password/repeat password/birthdate/nickname/captcha( pick 3(weapon) of (total)7 images: pictures are standard pictures of Ragnarok Online items as collection items );
-- rules and terms of usage ( maybe link with checkbox );

--Ranking Page:
-- Plain tables with ranking of next criteria: alchemist/blacksmith/taekwon/ zeny/death pvp/gvg/bg;

- Merchant Page:
-- merchant name, his/her location with X/Y, shop name: clickable, hide/spoiled style, after click - shows list of goods, quantity and price;
-- search engine with Item ID/Item Name/merchant name;

- Account Profile Page:
-- shows your avatar from community board or blank image if not exist ( avatar );
-- welcome message with users nickname;
-- ability to create In-Game accounts ( limited count );
-- ability to reset/recovery password via email;
-- ability to resend activation email if account not activated yet;
-- ability to see each account Cash balance with total account balance;
-- ability to reset stacked char position;

-- Server Information Page:
-- plaint text info with some images;

Many of these features are already available in the popular RO server control panel.  Why do you want to hire someone to recreate them?  You should look into flux cp and then hire a designer / graphic person to do a skin for you.  Some designers / developers in the community are very experienced in working with the flux cp code, you will get most of what you want implemented without paying for a lot of extra (compare to paying for the hours in coding the features you want).

Looking at the requirements, I am afraid someone will just sell you a modified version of the flux cp (possibly with a free template from somewhere else) which means making a profit off you for something that is free out there.

Thank you for this beware message, but since FluxCP is buggy and not stable ( some websites was hacked and user's information was leaked ) no one wants to find and fix it even for money. That's why I'm asking about this codding from 0, and I understand that it can cost some hundreds bucks but... I ordered paid service for landing page / main website / thor patcher / ingame login background / forum banner.

For example: some ea-dev staff quoted me to make CMS from 0 on Codeigniter for $400+, while another project ( not an ads ): alfheim.ro codded on Python ( Django ) and ready to sell for $150 with the same features with more security. Also I put this project on some freelancers webs so almost all of them trying to charge from $125 to $225 for doing everything that i listed above.

But I put this project on RMS, since people there familiar with Ragnarok Online. Maybe I will find someone there faster Thank you!
