Those status effects are done via a GRF, not a third party program. The third party program you're talking about doesn't even work on that server.

That's with a 3rd party tool that let's you select which effects you want on even with effects off. Not going to share because of some outside reasons.

I don't get this question. You should use another grf tool btw. GRF Tool shows you the original korean signs. That's really confusing. There are lots of tools. Just google for it and find the best for yourself.

I still don't get this question. You already have the path.
The path of the data folder is the same as in ever grf for ragnarok.

If something is in /texture/effect/ then open your ragnarok folder under data/texture/effect/

The reason why this client is using grfs is compression. The whole map folder is 2+ gb unpacked.

The /texture/effect path was just an example. You already have the named. But as I said it would be much easier if you would use another program for extracting, because the folder seems not the same for window as with western special signs.

Anything that you see with effects off is made with a third party prog. You already have the name of it around this topic, do the rest of the work yourself if you want to use it because the Program won't be shared here for n reasons.
