Ringgel? Any Idea?

From the NPC Christopher who sells Anvil, Iron Furnace and etc. He talked about the Man Named Ringgel. Any Idea where to find that NPC? Christopher said he makes Anvils. was just wondering if this is a quest or just ....

Someone already asked that question before. I searched through rAthena git and did not find any NPC with that name. Also, I found no NPC that would, at some conditions, give out Emperium Anvil. Only way how to obtain Emperium Anvil is to open Old Blue Box-es, Old Violet Box-es or (according to rAthena) Wrapped Box-es (which, however, are not obtainable at all).
