How to use commands on players

I'm planning to open a server, so is there any way to use commands on players, i mean commands like @blvl, @jlvl, @refine, etc?

It's with # commands, I think or at least was, and srs, if you don't even loose sometime to read the files on there how can you expect to open a server and maintain it... Everything is at the files you download to make a server.

Don't forget that here, we don't provide help about making a server, check eathena/reathena forums for that.
