if your server is fairly new and is an eAthena server, then it probably implemented the kiel dungeon quest.  I never done it so i can't help.

Otherwise, you should find the switch on a tombstone near the left-center area (the right angle triangle shaped spot) of this the flashing map on yuno_fild08 here:
