I as well have been wondering the whereabouts of this Ringgel figure,
when you talk to the blacksmith guild salesman and ask about a better anvil than the others
the man says you'd want to find Ringgel

I'd like to think that if he says that that Ringgel does exist, but it looks like the only way to get emperium anvils are old blue boxes.

hmmm well, this is a fairly old topic you brought back here XD
anyway, RMS now has a npc finder <3 so you can use it to find this npc your looking for (so long as its not a custom npc)

there's no other way to get the emp anvil other than obb/ovb as far as i know (is it still?), that ringgal might be a tail they never finished ?
