calculator aspd question

I've recently returned to RO and faintly remember the saying that to get the actual aspd of a displayed number, one would have to be a decimal point or two above the desired attack speed in a calculator for a game mechanics or coding reason I can't quite remember. For example, to get 183 aspd, you'd need

.1, or perhaps even .2? Is that correct or am I remembering something wrong? Thanks in advance!
